What are you looking for? Web app, desktop, mobile? I know of a good mobile dev (particularly iPhone and Android) agency. As far as web dev, what's the premise of the app? That would shed a light on what language and framework would be best for it. If you'd like, PM me and I can point you in the right direction. Depending on when you need it done, I doubt I'd be able to do it though. However, I have quite a network of developers I could introduce you to.
