Limited PP Account

hey I have questions about what my options are.

1. It has 6k in it, am I allowed to sell it anywhere here.
2. Is there somebody that can unlimit it.

I forgot to turn of my VPN which resulted in me being limited. I called got unlimited, then limited again for making the same mistake. When I called after changing my password and questions again I got the most idiotic rep to talk to and he limited me even more when I could not provide a DOB.

You might be out of luck, but try contacting @AskPayPal on Twitter. That's the official account of PayPal support on there, and those guys have helped me and my clients numerous times with account limitations.
