Not $1 domain but if you buy from bigrock.in, you will get a .com domain for Rs 99 ( near about $1.5 or something). Click the link below ( or search "bigrock.in RS 99 domain" in google and click on the first Advert. It's available internationally as per my observation.

If you meant bigrock and crazydomains, then let me assure you that they are way better than many of the popular registrars out there. Plus bigrock has free renewal option. Give your domain name as coupon code to three of your friends and you get the next renewal for free. I have been using them for 3 years now and no complaints
Just don't buy from not very popular registrar... It is better to pay a little more and be with a popular registrar then to pay less and have all kind of problems
What I'm saying is, you will not get a 0.99 domain as a new customer.
If you google namecheap 0.99 you'll find none of those promos work.
They only have those promos on black friday or special holidays.

Coupon at namecheap only u can used once for 0.99 and only for 1 domain not bulk domain. once you remove the coupon, u unable to use again... and namecheap have monthly rest coupon..visit namecheap blog.

As other have said take a look at some promos on different register sites and find your best option, they are often hard to find that cheap.
