So I got problem with tier 1.. I got list of around 70 web 2.0 site and 15 wikis.. That's only 85 backlinks, I going to build tier 2 and 3 on that with gsa search engine ranker, but I need much more tier 1 backlinks.. what you suggest me to do? I don't have any big budget left btw.. Also for web 2.0 content, I need to rank german KW, what you suggest me to use german content or english content? and how long it should be aproximetly?

Instead of being concerned with the amount of web2 for your first layer, you should be more concerned about the quality. For example, do not just point a single page web2 towards your site, make your web2 a multi page mini site. Having 10 quality multi page web2's is far better than having lots of single page web2's.

Problem is bescause I'm not German so I can't write content, I must pay for it. And obviously let's be realistic I can't pay for 10 articles per web 2.0

Dude ! you are going to get into real trouble ! Its better to go with 5 high quality tier 1 links than 80 auto spun articles .

The quality actually has a huge effect. If you don't have enough money to buy more just work on your current ones. What if your current web 2.0's become pr 2 or 3? That's a huge bonus for your money site.

I suggest do follow comments on high pr blog. you can find them with google, but you should spend time commenting and making the moderators approve them...
