Need a CPA network with Content Locking to monetize a streaming video site.

Hi. I have been building a streaming video site which has content I have uploaded and also user uploaded content. I want to monetize this site with content locking on the most popular videos. The problem is some of the content that has been uploaded is copyrighted videos. Are their any CPA networks that look the other way or that flat out do not care about this?

I have read way to many horror stories about ********.com and people have account locked while losing thousands of dollars. I am really open to any suggestions and if content locking is not the way to go and someone recommends another methods please please let me know. Thanks!

How much traffic are you getting?

At this stage the site is still very new and videos are still being but we managed over 1,400 unique viewers during a two day stretch last week. Our traffic is not really organic at this point but I have a budget for SEO and have been contacting different SEO providers to hopefully have some work done next week.

EDIT: I should add I know that is not much traffic but I have the budget and the determination to make this work.
