So I was thinking about starting to use landing pages for my Youtube+PPD and even try to rank a few pages perhaps

Can I host the landing pages on a regular host even though I'm promoting fake files? Or do I need off-shore hosting?

It is not legal but I think it has got regulations which are similar to adult content and not every hosting company accepts this sort of content. I recommend HostGator for hosting this content, but I won't know if you'll get penalized for it.

I went with HostWinds and never had a problem with them, they also don't instantly take down your content if you get DMCA'd they give you a warning period before (never happened to me but i know from other IM'ers from my country)

I do not think your situation is serious enough to seek offshore hosting. You could probably get away with a normal
hosting company but it would suck if you see an email stating you are in violation of the AUP of the company. So keeping
that in mind I would say go offshore so your work does not go to waste.
