Most of the mainstream PPC companies do not allow gambling related ads. I have read in some places that advertisers had gotten ads approved on Facebook for gambling related services. I think in general you will not be able to find a turn-key platform and will have to rely on private website owners.
You could start up an affiliate program to pay websites a royalty if their visitors click on one of your ads or links that they place on their page. That would be tedious to set up but could potentially be very successful.

Online gambling and PPC has only recently been approved (in the last 3 years by Google) - although there are still regulations...you have to get approved.

most casinos these days go for adulttraffic at eroadvertising, exoclick etc.

Running gambling in PPC networks is not that hard, with FB it's even very easy. Adwords is the problem, but there are ways to overcome this obstacle

I think PPC does not Accept for Gambling Sites. I am not quite sure, but it is true. I have some 500+ casino and gambling site both in Engling and in German, But I have never made use of a PPC campaign. If anyone has some relevant info, please share with me.

Mix of FB & cloaking technique will help you recover this problem, many go with this way
