Well i have tried it once and my connection became slow. So do not use it for video streaming, uploading/downloading and you should be fine.

Exactly leave it take Dedicated Anonymous Private proxy it would be fine to secure you unless you doing something illegal 
It will make you hide and you can surf and watch video streaming perfectly as well.

with a VPN your connection to the vpn server its encrypted, so your ISP will not be able to see what websites are you visiting.
you can use a proxy and a vpn in the same time without problems, but there is no extra security for this, with just a VPN you are fine

So what is the difference between the SPP-1000 plan and SPP-VPN plan ?One cost 1400/month and the other cost 7/month If they both offer the same level of security, why the huge price difference ?

with a SPP-1000 you will get 1000 dedicated private proxies (1000 ips) with SPP-VPN-1 you will get a VPN with 1 dedicated ip.
excuse me for asking these basic questions, im just new to this. why would someone need 1000 ips rather than having just one ip if both offer the same level of security?

Good question it depends on need if you thinking just to browse internet and do normal stuff you do then 1 IP is fine.
But if you are going to Link building,Social media etc alot of things on Big scale you must need more ips

i just need to operate my ecommerce site, send emails, browse internet...etc
one ip would be sufficient in that case? is it better to have vpn servers located offshore or it doesn't really matter?

Sounds like a VPN would be perfect for you then. No need for proxies as you're not running any kind of tools that would require them. So really you just want to protect yourself a little better and for your situation a VPN is definitely the way to go. There's any number of quality providers you can read reviews on, and where's located will be more of a personal prefrence. However, keep in mind that the VPN IP is going to now appear to be your home IP. So you if you have existing accounts somewhere that might make you verify your information you'll want to make sure you can do that, otherwise don't use the VPN during the times you'll be using those accounts. (Facebook is an example of this.)

for mail spamming yes, for link spamming if you avoid getting abuse alerts by avoiding spamming forums you are fine
I don't do the link spamming myself or even use spamming tools and i don't do email spamming either, all i do is hire someone to do link spamming for me so i really don't know whether they spam forums or not.
does the private proxy encrypt the data similar to the vpn?
how do you know foe sure that the vpn provider doesn't log the data?
is there any advantage of the vpn over private proxy or vice versa?

If you take Private proxies which are Anonymous normally those are then it will be same as VPN no one will see your data log.
If you want anonymity on Browsing etc level take VPN due to low cost.
If you want to do something big or heavy like Link building,Social media etc multi thread tasking go for Private proxies.
