UK VPN through VPS needed! HELP please!!!

I need a good VPS based in the UK with a static ip address running a VPN server in order to get connected as a client and access the internet from my computer through this setting.
No illegal activities are taking place , I just want to play as UK citizen to the sports bookies no matter where i am located.

What i need :

1. To be 100% secure the destination of my computer cannot be traced.
2. That the VPS or the VPN will have a normal UK static ip (London Based since my real address is in London)
3. That nobody will be able to see that this ip is coming from a VPN setup.
4. I don't care about the operating system of the server since it will be running only the VPN server and nothing more.

What i need is something like a "normal" computer in the UK in order to access the internet through this computer from my personal computer and i want to be sure that the bookies will not be able to find out that this computer is used as VPN server or my origin.

I don't want to buy just a VPN service since my ip will be changed each time taking the risk to be discovered from the bookies. Even VPN services with static ips getting blacklisted so i prefer a good ip from a well known provider.

My english are not good enough so i apologize for any misunderstandings.

Thanks for the feedback. Are you sure that Express VPN provide static ip?

There is also a another issue with VPN services instead of running your own VPN server through VPS.
If somebody tries to trace your ip they will see your dns. And most of the time the VPN service is stated in the DNS. I know that when running your own server you can change the DNS of your ip.

Sorry for the confusion but i don't feel secure with VPN services since lot of people are being discovered by bookies using these services and i don't want to risk my money.

After checking with them they do not provide static ip and they don't even warranty that cannot be traced as a VPN service user.

Ken: We can have the DNS changed. However there are no guarantees that they won't know that you are using VPN. They could know that you are using VPN but they won't know what you are doing while connected to the VPN.

they know what i am doing , i am connected to their sites
so my concern is that the bookies will not discover that i am using a vpn
if you cannot provide me that type of security i am not interested

Since when pure vpn is offering dedicated VPNs? all ips from purevpn are shared between their users and hardly abused, the same thing as HMA

I know OP asked for a VPS based VPN with some special requirement, I only suggest him to check this out. HMA & Purevpn hardly abused that is okay BUT Pure VPN has option to get a dedicated IP ( Just click "order" on any package, there will have option as adons ).

Static IP means that your IP is always the same while dynamic means it changes. Some ISP provide static connection by default, still its possible to request dynamic connection by calling them. Observing does your IP change over some period of time, determines is it static or dynamic.
