I haven't received a penalty message but lots most of my homepage rankings, inner pages are OK but aren't optimised, it was the homepage that was ranking in the top 1-3 positions for a few keywords. Can you help with this? I have a couple of sites all with the same problem. Please PM as I don't get on BHW as much these days.

Maybe it's an alghorhytmic penalty, or not even a penalty at all. PM us or either make an order so our manager will look at this situation closer

If you don't have a manual penalty, then you are not under the filter. If your positions fell very heavily, perhaps you are under a Panda algorithm. From Panda is very difficult to recover the site.
Also, if you don't have an email from Google team, that you are under a penalty, then you are clean.

Im sorry Alman but I don't understand this either. Penguin is algorithmic, so webmasters hit by penguin wouldn't have received a penalty notice in GWT. A reconsideration request is not appropriate for penguin penalties, and just because a penalty notice hasn't been received doesn't mean it's panda.

Most people here I assume have been hit by penguin, so what is the point of submitting a reconsideration request when google themselves say this wont do any good because the penalty is algorithmic? It's almost as if you're confusing penguin penalties with manual link penalties.
