Today I've made 65 backlinks from 65 site included web2.0 properties, article directory, edu blogs, profile backlinks in Tier1
If I blast 3000 blog comments in Tier2 today. This is will safe?

Tier2 is supposed to be spammy. It's never 100% safe, but if the tier 1 links are relatively clean then you're running a relatively low risk operation.

That's only dangerous if you dont maintain the frequency of your blasts... if you do this and never do any backlinking again you will obviously be penalized.

I think you should make 3 tiered pyramid.First tier only high quality links ,second tier lower quality links like web 2.0 profile, wiki , low obl blog comment, aa article links, pligg bookmark, etc. Third tier is full spam like scrapebox and xrumer links.This is safe for hummingbird and all animal updates.
