From what I have learnt on BHW, every SEO techniques can be risky - you will never know what Google will do.

That's very uneducated advice. SEO isn't always risky if you know what you're doing and if you know what to look out for. Blasting a 1 week old site with 30K links, yes, that's risky and will result in a penalty. Creating quality links at a natural pace, well, that's strategic SEO and is considered safe if you know what to look out for and know which links should be built for your site(s).
