CPA network with mobile offers

Hi,

I'm looking for a CPA network with mobile offers for The Netherlands, does not have to be incentive.
I found a few on affpaying but I don't know which one's have Dutch offers. YeahMobi looks promising (I can look up their offers through affpaying) but it seems they have some problems paying people.
I have an account on CPAL ead, but they don't have that many mobile offers and there is no genuine direct linking method.
Also, the method I plan on using for getting leads might be considered spam, which is not allowed over here (opt-in only).
Though they would never be able to prove that I sent out this presumable spam, it would be nice to know that the network won't just give up all my details upon request.
Is that possible or should I find someone that is in an opt-out country and start a joint venture?
