1. I was thinking about opening a site like fiverr in my country (not english speaking) . What do you think about it? Is it legal just to copy the idea?

2. About affilate system Hostgator has: if someone buys hosting through my ref link, can I upload a site from my PC ( ip adress)?

There are a lot of sites like fiverr,your idea might not be bad because it`s for a specific country only, otherwise i won`t go for it. However you should do a little research before opening anything anywhere.

For research on sellers.. you can check all the big freelance websites. They will have a profile and the country will be mentioned. So you will know if you country will have enough seller or not.

For research on buyers.. you will have to do some field study, i think.
