Need new link vendor. Which one is your favorite?

Hi Guys,
I do a lot of reputation management for my clients and use a lot of links monthly. I used to have a great vendor that would allow us to have control over the title tag and also would place contextual links inside content for me. Unfortunately they are no longer around and I need to find a replacement that does something similar. Any suggestions? What is your favorite one?

When you say title tag...what do you mean?

I was able to suggest the title of article or post. Both the <title> and <h1>.

Oh that, so, what's the big deal about suggesting the topic of the article? I mean, if sites are really good I understand but if it's some fake site, everyone can write anything

These are mainly for my reputation management clients. So, if his name is "Joe Shmoe" I want that to be sure that it is in the <title> and <h1> so that it ranks easier for "Joe Shmoe". Some links that I was getting had to be approved by an editor, so it was difficult sometimes to have that control.

I dont know of any that allow that kind of control homey. Maybe a network unlike anglo could help?
