Question About Custom Wordpress Templates

I'm new to wordpress, and I'm going to hire someone to build me a custom template. I'm wondering if in order for someone to build me a custom template they must have access to my WordPress admin info, or can they build it separately and then I download it and transfer to my WordPress?
