Where to get such backlinks?

I stumbled upon a competitor in one of my niches. They are ranking pretty well and they do has some links like the below:

http://www.elmundofm.com
http://www.hżp.pl
http://www.xsg.jastimpex.pl
http://www.mtenis.pun.pl

They are mostly polish sites and they are using rotating script to show the backlinks mostly in the footer or sidebars. Does anyone know where can I get such links or the network of such links?

Yeah.. It seems like Sape to me too but these are mainly from Poland network.

Does Sape has polish websites in their network?

I think that SAPE is only for Russian sites network

Yeah I think I got some Polish sites through my Sape program... Mostly there are Russians site, but you can choose the in the filters.
