What do I need to open a stealth paypal accout?

Hello friends. I live in Poland and I need stealth paypal account for fake identity to recieve many small payments (20-50 dollars each usually, sometimes more) without getting limited and banned by paypal. Withdrawing money would be also helpful thing but if that's not possible I can buy online stuff like game codes etc. and sell it on my currency for people in my country. Please tell me what do I need. I read that I need:
- A new IP address (one dedicated IP, not shared with anyone)'
- VCC/VBA (to remove the limits, not sure if I need both or just one).

Is there anything else I need?

and make sure the new paypal detail should not match with any old paypal like name, address phone number etc

You get gift cards with bank accounts linked in Polish supermarkets. I got a couple of them like 2 years ago.

About US IP address, what do I need? VPS, dedicated VPN or just dedicated proxy? How can paypal track my stealth account and link it with accounts I had in past, that got banned?

Normally they do not require an ID scan unless you messed up the account somehow or are making PayPal
suspicious with your activity. It can also be cause by to many chargebacks and so on.

Do you guys know what else can I buy with paypal and then sell it in my own currency? I'd prefer not to buy it on ebay.
