The answer is no, getting a partnership is very, very easy these days. You can choose what videos to monetise too, so you should try send the views first, and monetise later. They will make you a partner almost immediately. They did for my brother at least.

Don't trust socialblade they take more than their fair of your money share so its never really clear how much money you're actually making and they lie about their gaming licenses as in they don't have any. Just ask them to provide a list of gaming licenses they'll ignore the question.
