About account with negative balance - Paypal will simply close it after while and will ban all your info (as name, card number, etc...)

Usually, Ebay and paypal do not listin to these type of quiries, but it never hurts to try. Email then first with your problem in detail and than call them with the ticket number/ID to get things resolved faster.

Call them, but once you say it was not recorded delivery they will have you.

I sold a pair of graphics cards - same issue occurred.

If your paypal is in negative balance, they will just take out the money from your credit card or bank without your consent.

Ok thanks for the reply's, if i just canceled my direct debit with paypal and left it till i could pay. how long would it be till they passed it on to debt collectors and once it was the debt collectors problem how long do you have to pay them, and go about paying them. they wouldn't just show up barging there way into my house would they? i live in the uk.

Nobody will be barging into your house at all
You can leave the account with a negative balance for a few months before they will pass it on to a collection agency.
Really try to fight this issue and win it although since you do not have a tracking number they have the upper hand in this dispute.

The hard lesson you just learned is to always and I mean always pay for tracking.
