I am from Canada, I applied last month got denied. Sent an email asking why i was denied and got a reply two weeks later saying that i was denied for "undisclosed reason".... what gives?

It is sent to you automatically via e-mail within 1-2 business days of the card being issued.

does this mean it's approved? I am asking because I submitted that thing like 2 weeks ago and I still CAN NOT add my payoneer bank account to my paypal so I can withdraw some money from paypal to my card...

Submitted means we received your information and you can begin receiving payments. Once you begin receiving payments we would review that information and verify it.

The issue with PayPal would not be related to your Payoneer account - it seems like a technical issue or regulation where PayPal is not allowing you to add a new US bank. I would suggest calling their customer support line and asking them for assistance with adding a new account.
