Most cpa companies have strict policy on using proxies especially public proxies to fill their offers, they will ban you pretty fast.
If you want to have a try, just fetch the link, add to your website, use the proxy to get to your website, click the link, fill the blanks, clear the cookies, change another proxy, and repeat. Better send some traffic. And you will be banned before you recieve any money.
There are tons of methods in this forum, just watch and try them. It is much more risky to fill the offers all by yourself.

Don't waste your time on public proxy.
You have to call to get accepted.
BTW, how old are you? 16 or 17?
