Banned Facebook Pages

From this post, i have come to know that some honorable members fix their pages.
But i have a question. Facebook authority directly mention that " Your page has been unpublished and it can not be published again"
So, how it can be fixed? I do not understand. I lost two of my fan page and i could not try because authority permanently ban my page.

Make people pay before you do any work, it's a basic thing when doing business. If they don't want to, consider them not worthy of your business, except if you're running together for a long time and built up some trust.
