You don't "fund" a credit card...you pay it...
If you can't qualify for one due to credit just get a secured card...it will help build credit...and give you what you need. Also, what about a debit card?
Nobody can "get" you credit cards...and anyone that says they can are full of sh#t.

1. Get your own credit card if you can qualify with your credit score
2. Get a debit card by opening a checking account
3. Get a secured credit card and use it for your needs as well as a rebuilding tool

It is your best bet man...all other offers will be 100% crap and you will end up losing money....and handing over personal information to people that you don't want to have it.
You mentioned you can fund it, so I don't believe you are looking for cards to use illegally...it sounds to me that you may just have trouble qualifying for your own.
For that, go the secured route - it will give you what you need and help you at the same time.
The one I suggested is a great builder - I would just hate to see you fall for someones bullshit saying they can get you approved for a card, etc - because they can't.
Their uncle doesn't work in the processing department, they don't know an "underwriter" etc - trust me, I have heard it all.
You can sign up for that card, fund the security deposit (limit) and start using it for what you need within days.
