It may, some penalized sites will not budge however. Only about 1/4 of penalized sites see any kind of recovery (based off of all past orders). You may be better off disavowing all of your links and starting fresh, but that depends how hard you were hit and why you were hit, if you have heavily over-optimized anchors then you may benefit from LinkWORM.
