Can I Promote Something In A Reply To A Relevant Thread?

Im new here, and just playing it safe. If someone is having a problem and posts it in a thread, or if someone is requesting a service, and If I happen to be able to solve that problem with my good/service that I sell, can I post a reply to that thread offering my goods/services even though I'm not Jnr. VIP ?

If the post is the the WTB or HireAFreelancer section, yes you can.

That 's assuming your service is strictly relevant and not something like "I 'm looking for aged Twitter accounts" - "Hey, take a look at my seo company"
