Regular link exchange died?

I see nowdays everybody relying on their own tier's network, building links only for themselfs. What hapened to the regular same niche backlink exchanges? Are those kind of links weaker compered to one way links from tier links?
Also is there any link building service that is doing redular link exchange for costumers by finding same niche PR sites and offering them exchange for their costumer?

Its been told by a few SEO specialists that link exchanging now hurts websites. I am sure if you exhchange your link with a good Authority website it won't hurt your site at all. I suggest everybody to only drive links to your site from high authority websites and minimum PR 2 sites.

Google killed natural linking on the WWW.

100% of links are now promiscuous, every single link is currency.

So people got isolated from each other, there is no longer natural linking anywhere.

If you have a 'real' business, eg 'junk removal', setup two sites.
One will be your site for linking out to others as your end of the link exchange, and the other site (the one you want to rank) will be for receiving a link from them. Now you both have a one-way link, from a 'real' business in the same niche.

I've ranked local business sites for keywords like "junk removal [cityname]" with literally just a handful of links like this, and nothing else.

Of course; use your common sense to avoid having a footprint the size of bigfoot.

EDIT: Btw, if you want 10 links, send about 200 email requests. Assuming you word them well, you get about 5% conversion to links.
