You can absolutely use it on a new site. The majority of our repeat buyers are using this for their brand new sites with consistently good results.

Just ordered for another batch of new sites, i'm getting great results with these + SAPE style links (english ones, low obl) for what I intended to be churn and burn sites. They are all still holding top ranks for main keywords and increasing for tons of long tails, it's amazing how many long tails I am ranking for and they make up 70%-90% of my traffic across about 10 sites.
