I mean if I will submit 4 urls (same site, main page + 3 inner pages) and 12 keywords (3 kw's for each url),
you will not be able to pair them and will pick url's and keywords randomly?

You will have to provide it in this format.

and also put a note for locking url to keyword in special instructions section.

Make sure that all urls are of the same website and all keywords are of the same niche.
