how does this site rank high

I searched Google for dating and the site is nowhere on the first 3 pages.

So it's not ranking high in my opinion if it's not even on the 3rd page.

why? because it's got a chunk of links... granted quite afew spammy ones at that.

i love the bolton council parasite result near the bottom (google.co.uk)

Google uses geographic targeting in some cases to deliver relevant results, so while that site may rank high in your area it is most likely simply because of it's relevance to you. In general, it doesn't look like it ranks that well at all.

I saw it at #10 @ google.com and #3 @ google.co.uk and I'm using central european IP... so I'd say it does rank well...
At the moment I can't even load it up via SERPs, getting a redirect loop error. Maybe someone was sucking the PR juice from other sites, so yeah, must be external links and some redirects to boost it even more.
Can't say anything about on-page optimization, cause above...

If you're in the UK and/or using Google UK, that's probably why you are getting those results.

That's just Google using geographical targeting.

and to others, don't dismiss the level of traffic from google.co.uk

Agree! this site get a lot of backlinks from UK websites, and a lot of Google.co.uk's spiders grab these links.

backlinks are probably the most important factor. Content helps, but you can find many sites with good content that don't rank well, as well as you can find sites with crappy content that take top spots.

Then you have the rest of on-page and off-page optimization factors. I suggest checking out some seo tutorials - will give you a better idea of what's going on. It's good to know some basic white hat seo so that you know what can you tweak on the dark side... :scool:
