How big is the project? Because whatever price you put in, no one can bid less than 75% of the budget. BUT the best thing is, if you find anyone outside of PPH (so on here for instance) then its free as well. So you get the same security.

I use elance. They got some pretty good people but you get what you pay. I can not recommend freelancer.com most of the people just suck on there.
Its always good if you can build your own software. I would suggest spending some time to learn how to code. Saves you time and money

I have used elance before and odesk as well with good results. It really depends on your budget too. If you are willing to pay $1 an hour for a job that should be $20 an hour, well, you get what you pay for.
