Which option is more potent? Private blog network or Tiered link building
Doing both would be best, but if you were to choose, which option would have better results?

you need to create you private network under the google radar, examplel spread your PN sites between different Hosting accounts and IP addresses,
Tiered links are powerful aswell, you can use a mix of the 2 to enhance your money sites

TIER 1 - PBN (private blog network) and high quality, long life web20 sites
TIER 2 - Contextual links
TIER 3 - everything you can imagine

Private links are a hell of a lot better than most other links. They can be/are exclusive to you, are from high PR, and you have a lot of control as to how they look. Plus the results speak for themselves!

If you mean "private" like "only for you and you only" - then this will give you a much more potent effect for SERP jump.

But in any case I'd go both ways - use both techniques since they both work fine.

Yes, I mean a private blog network that I build and only use myself.

Private network links are usually a lot better if contructed right, although if you have links from a lot of other sources it helps with making a natural looking link profile.
