If you do good on page seo, and get it indexed, then most likely you can rank a low competition keyword w.o too much link building. On page by itself isn't going to do much if the SE's can't find the page...

Make sure you get a SEO service from a reputed SEO firm. Then you can be in a comfort zone they will take care of the these indexing and ranking issues..Low competition KW can be bought to third page of SERP soon after that the work should be done rapidly to move front. Place a constrain to the SEO people to do the work in organic way...
