How many Tier 2, Tier 3 and Tier 4 Backlinks

There's no set answer. I'd say maybe 100-200 to each tier 1 link (assuming you focus on high PR low OBL), then as many tier 3 and tier 4 links as you want. Web 2.0 sites have actually been monitoring backlinks and if you spam your web 2.0's with thousands of tier 2's you can get your web 2.0 taken down.
 
Depends on your competition and how far you have to go to get where you want to rank and only then do you know where to aim.

Tier 4? really? seems unnecessary in my opinion

Guest posting as tier 3? What? lol. Guest posts should be tier1, assuming you're talking about legitimate guest posts. If you're referring to blog networks, then that makes sense. Tier 2/3 is a good use of public/private guest posts.

Of course is my priority the Tier 1 and Tier 2, thats why I want to know which is the safe number of back links to create.

You mean blast the Tier 2 with Xrumer and Scrapebox or a good BIG number of back links.
 
Omg, listen.. just do this if you want to rank. Get a few domains expired or so that have medium/high PR and put unique content on each domain. Put each domain on a different hosting company, just cheap hosting. Then link to your money site with varied anchor text 'of your keyword' using upper case/lower case, brand name, url and variations, don't repeat the same anchor text but use the main keyword you want to rank for in the anchor some where. Every week add some more unique content to your high PR sites and you'll just continue to rank. It's really that friggn easy.
