I am confused about * URL subdirectories named to increase quality score?

Here we go again, everyone!
As you may be aware, Google currently has a Display URL Policy that
is enforced reactively that forbids Display URLs to mismatch Destination
URLs.
Due to the sheer volume of user complaints, violations, and certain
exceptions applied, we have been working to streamline this policy
and automate disapprovals.
What is Changing:
All new ads submitted into our system with inaccurate (not matching)
Display and Destination URLs will be disapproved automatically within
an hour of submission.
We will not retroactively disapprove ads that are approved and running
(this means your current ads will be grandfathered, but any changes you
make to ads will resubmit them to the approval bin and therefore go in
for approval again).
Certain current exceptions will no longer be applicable, including:
* Vanity URLs and Branding (i.e. if the Display URL is HowardJohnson.com,
the Destination URL must be the same.)
* Multiple domains
* Approved redirects (this does not include click-tags)
* Affiliate website redirects
* URL subdirectories named to increase quality score
