Changing Ownership to Boost Rankings

Hello Black Hat World,

This is my first post and I think this forum is really a nice place for us "tinkers" to get ahead of google or at least try to some extent.

Well I have a website that has been established for a while and I used the old techniques of paid links and blogs to win higher rankings. But now it has dipped significantly after the Penguin 2.0 update. I'm currently trying to get rid of a lot of bad links.

Anyways, I'm trying to employ ways to utilize White Hat tactics to boost my rankings that have been hit pretty severely. One way I have heard is to change the website ownership or ownership name? Is this a viable solution to make a significant impact?

Also what other white hat tactics are there that can help me recover from this dreadful Penguin 2.0 update?

Penalty is for url, not for owner.

I don't think it will have any effect. Get rid of the bad links and start building new ones using more white hat technics
