How many youtube views makes the video safe?

I just wonder.
Safe = I mean not easy to flag.

I tried with 10k video - and it was took down by 15 accounts....
Currently my vid has 30k views /1000likes and I wonder If I should but more views to make the video stronger before the flaggers appears.

Yeap that's true, if your competitors are after you, you can't do nothing to stop them...
Even if you have 0 views or 1m+ views, it does nothing if they mass flag your video...
