Where do I get 10 facebook accounts at least 3 months old, that has not got the ads feature enabled yet and with daily activity?

Q: Will a credit card that has been banned, work on a new IP address?

You may try Fiverr. Credit card that has been banned won't work again.

You can add on any accounts you have with the banned cc
so get a new ones and start using them.

Btw this is not the right place to post that you want accounts

By other people you mean your friends, family etc? if so, yes. especially, if u run an Agency FB ads account, you will be able to use CC from other countries too

You can use other CCs for payment but you have to be aware that Facebook has been flagging accounts being paid for in other locations as suspicious. Using an agency account is important if you will have payments coming from other geographic locations -- even across the US can be an issue.
