I've optimized my tags, title, and description to fit my target keyword.
I've sent HR views, 98% Retention, I've sent likes and favourites.

But yet one of my videos is on the second page. People above me have 5k views... meanwhile I have nearly triple that.

My tags are

x x x + another word

so lets say my video is about steam. Steam Hack 2013 or Steam Hack August

That's how my tags are.

The title is simply my keyword with the date.
Also, I bought HR views from FB/Twitter, yet this is what they appear as

Can someone help me out?

If their sitting on 2nd page try using social signals, backlinks and since you havn't mentioned above, comments and subs. Also check other videos on first page, see what they have done that you havn't and replicate. check their backlinks with ahrefs,it will also show your their backlinks and social signals if they have used any.

Non of them have backlinks or social signals.

They just have 300+ subs. I only have 3.

is this happening to only one of your videos or to every video ?
If its happening to every video of yours , then You are doing something wrong

I know what your missing. Its Luck. Youtube randomly picks videos for the first page. Every week there are new videos with 5k - 100k views .. you think all of them will be on first? No.

Your next video might have 5k views and still rank higher then your video with 5x much views. If your lucky you can get to the first page.

Every video.

The thing is, one of my videos has been up for a week all optimized, yet it's not even on the first 100 pages.
I literally have no idea what I'm doing wrong, I've spent a lot of time researching before I optimized.

social signal is important nowadays.. search tube ranking version 2, it have all tab for social backlink for youtube video

Social signals are complete and utter bullshit for videos... but so is everything else at the moment.

And ofc it's not ranking, there is no sure way of ranking anything on YT at the moment. Nor ranking videos on G.
YT algorithm is based on some random factors, I've seen and tried everything and I am pretty positive, they are partialy random.
Ranking videos on Google is a similar chapter. Best private network links you can get? Not working. High PR blog comments? Not working. Web 2.0s, social bookmarks, shittons of spam? Neither. You will see a small jump in serps and then fairly fast drop in next few days, at least for competetive keywords.

Whoever claims that he ranked video nowadays was either targeting some reaaaaally low competition keyword, or got lucky, or has some secret sauce he won't share.

And whoever negreped me, should at least have the decency of sharing his opinion on this, because from my experience and from the experience of a few reputable members here, with whom I did discuss this, it is indeed as I said it is. Or at least fairly close to that. If you have a "guaranteed" method to rank vids, then share it here, I am really curious about someone elses input.

I can see it already: "Drip feed views, likes, subs, favs and add social bookmarks."...

Well this sucks then. No point using YouTube anymore I guess. I'm not going to invest my time in luck.

Couple things...

Are you talking about ranking on YT or Google? I can't really tell.

If it's google, keep in mind that it takes time and you're definitely going to need some back links and a bunch of social bookmarks.

For Youtube, you might just have to wait longer. Focus on one keyword and one keyword only. You should only have one tag (your main keyword)... your main keyword should also be in the title and description.

Also, if it's google... buy some manual comments or u2b views to write some comments. Include the main keyword in some of the comments.

I'm using YouTube.
I've focused my title on my keyword, description has my keyword at least 10 times in sentences.
The videos have been up for 1-2 weeks. And views are a week old. YouTube analytics have updated with my views.

First off,

Screw ranking on YT :D it's nearly pointless. Just build some back links (or buy some) and rank it on Google.

But dude, 10 times in the description isn't necessary :) The point is to make it seem natural. Well, it is for google anyways.

My Niche is not legit btw.
I can't use google for it, as my competition all have 3000+ back links on their site. They've spent a lot on SEO, and I cannot afford to beat that.

I'm getting the feeling that I should just stop PPD in general, it's draining all my effort, and I receive no return to keep me motivated.

If you don't want to spend money on ranking vids, then you should just upload tons of videos for super small keywords. Don't focus on one keyword, especially for PPD.

I usually do CB products, so I rank each of my videos on google but it's much different for you.

What are CB products?

first off the number of views isn't relevant to rankings because YT algo takes into consideration that people just browse random shit on YT and watch it ... a very important aspect of YT rankings is getting clicked on while people are watching crap that's related to yours ... and get your video watched till the end when it's accessed from the 'related videos' side-bar

there's a little piece of software shared here and it's called TUBEsuite . download it and do this test

using tubesuite search for your keywords. it will return a lot of videos in a list and it's easier to get their names

go onto your related video and only use 1 keyword as a tag (in your case Steam Hack August) and add the first 10 ranking videos TITLES as tags to your video ... because most of the videos in this niche have titles like "StEaM HaCK AuGuSt 2013 working update, tested by your mom's step brother and it worked", try to add just the part that's relevant to your keyword

this way your video will be related to the ranking videos and here's the smart bit that most people don't know. add a tag like "duhsiauhd789326482" or you could even add it inside the other tags "Steam Hack August diosajaos" so that when people view your video the 'related videos' side-bar will be mostly random bullcrap in no way related to your video so the watchers won't have an easy escape route and will most likely see your video till the end (if it's good enough and convincing enough)

Usually the reason why is because they can have more backlinks set our the youtube page have more authorities then yours which means more page views more sub... more fav.. and things like that.

I boosted my subs, favs, likes, and I'm still in the same position.

My video ranked first page for a different keyword?

How is this possible, it's not even in my description or tags.
