Setup a site for users to do offers/tasks to earn $$?

Are you aware of any sites that allow website owners(like many of us) to put their offers and tasks on our site, and let the users to do the offers/tasks, resulting in the user getting free stuff and we getting paid?

Yes, there is a site that offers exchanges between affiliates, but it's only for free offers, sadly - www.getref.com

Not sure of one that does it for paid offers.

That's exactly what Pay Per Download sites do: people complete offers and get a chance to download something they want. The problem is to create highly wanted download and to promote it in a way that this business still makes positive ROI.
