2CheckOut rejected both your payments. Fraud check failed. They don't tell me a reason.

When 2CheckOut rejects a payment refund is usually sent within 24 hours. To find out why they rejected your payment you can open a support ticket or call them on their 24/7 toll free number

All our Windows VPS RAM is dedicated. Rebooting regularly can help. You could also try installing some software like FreeRAM XP

Our VPS use Xen Server for virtualization.

It's not possible to install Hpyer-V on a VPS

Yes. Remote desktop doesn't use much bandwidth
