Could you please explain what this should mean:
What's the difference between a amateur and a fixed camera?

I think it means, do not use videos that was taken by a human. Instead, use dash cam/security cam videos which was fixed and recording by itself. This is to minimize the copyright issue.

I think the difference is that footage that has been made by amateurs (private persons) is much more likely to be claimed by the respective owner if he sees that somebody distributes them, because it is his personal work and he wants the credit for it (understandable).

Luckily I have found a YouTube Account with 200 Subs and 600k views. But i have a Community Guidelines strike since 10.06.2013 which goes to 10.12.2013
Could this be a problem?

LiveLeak watermark alone is fine, you won't get a strike just because of the logo, you can see a lot of liveleak videos on Youtube.

I have an idea how you can make videos easily. Why it looks so difficult to you to make videos is, when you think of making videos, you think of a situation, a camera, your presence there bla bla bla. But you can make video without all of these.

I believe yo do love playing games. Just install an onscreen recorder. Record the game you play and upload it to youtube.
