There you go:

Code:

The problem you have is that only French citizens can register a .fr domain name. You can't register a .fr if you live outside France.

Anyone can register a .fr doman as long as you are a resident there, your company is there or trademarked or you have an "office" there with an agent.

.FR domains can be registered by Companies with a registered office in France, Trademark owners in France, holders of registered EU or international trademark specifically stating France, residence in France or French citizens residing overseas. A local presence solution is provided along with the registration service by Europe Registry.
http://www.europeregistry.com/domains/domains-fr.htm will act as your registered agent for free

thank you i have a question before i buy will they ask for legal id?

They offer a trustee service for countries like .fr when you don't meet the eligibility criteria. Call them to ask details, I 'm not their sales department :p

Code:

also why are their prices kind of high as compared to namecheap or ovh?

Because they can? :)
