how many post do i really need to make before i can send a private message here on bhw

YEAP, It looks like it does.
Anyway I think that maybe is any problem with his post count because if you see from his profile he got other posts too.
But I don't get this users that just post to pass 15 post limit and to send PM's.
I think that the limit should be raised to 30 posts or 100 posts.

All of his other posts were made in sections where post count doesn't increase

Also I agree with you on the limit being raised, it's a good idea

Not necessarily, I found myself being unable to pm someone while it would be beneficial to them. I agree that it's a good system, but just because someone doesn't have a certain post count on any given internet forum board doesn't attribute that person with the mark of a scammer- sending suspicious message does.

It works both way, people with high post counts aren't necessarily trustworthy or know what they are talking about either.
