Have you tried fiverr? Here's one selling a list of 11,200 pligg sites:

No idea what the quality is like though. Have you tried scraping your own list using scrapebox? That's probably the most effective way to do it.

Yes you should try fiverr BTW pligg websites are not good for tier 1 backlinks.
