Many sites put on the footer DO-FOLLOW links to sites like LinkedIn, Facebook, Twitter and G+.

IYHO:
Will this practice reduce the overall PR strength of the site?

In my opinion authority = links from trusted sites, not to trusted sites.
 
When the word "hacking" comes to mind, it means faking, or cheating, or something like that.
Clearly the title is not related to the content, or I am too dumb to notice.
 
How is this pagerank hacking?

OP, next time make a more decent title. People still click and reply. Also, imo the time spent for this answer is too important for its probable outcome. How it works for me? I guess, just pure diversification. Use it if you need them, if not, don't. But most of my sites have their own Twitter, YT or/and FB page. Anyway... this thread is kinda irrelevant itself.. still can't make sense even about what I want to say.
 
Change hacking for "sculpting" and you will have a perfect title.

Agreed . . . and Hacking discussion is not allowed on BHW.

OP links to page helps increase PR of the page. But a link on the page just lowers the amount of PR sent to that link. You won't lose PR if you link to other sites, you just lower the amount of juice the backlink gives.
