Very Simple

First you need to post quality content in a page. Then you need to get quality backilnks for the particular page and share your link juice to home page or inner pages. It will increase your page rank. Finally don't accept any outbound links if necessary make it as rel="nofollow" attributes otherwise your page rank will share to some other website.

High quality blog posting as guest post, high pr web 2.0, high pr social network and bookmark sites, high pr press release sites they all work fine as they were working. However now concept shall be changed to new methods to create more tiers to your existing tier 1 links instead of blasting website with tons of links in one day itself.
