I created an account at your site and it looks like there is still a lot of work to do. The user interface looks totally unprofessional compared to Sharecash,Cleanfiles, DollarUpload etc. and the live-stats option does not work right.
Are you planning on updating the layout and functions in the future or is this the final version? Also there need to be some mirrors with other domain names, I think a lot of people won`t download if you send them to the domain CpaDoom. It sounds evil and virusy. I bet something like "Happyfiles" would convert much better.

I don't think paypal has a problem with PPD sites... only if they violate their TOS
