so, a site iv been working on for a few months (white hat seo only)
suddenly dissapears from index and I receive from google:
"Site quality issues"
Google has detected that some of your pages may be using techniques that are outside our Webmaster Guidelines.
As a result of your site having pure spam, Google has applied a manual spam action to (website name)
Are there any services on here that offer to review your site and can assist in getting your penalty revoked?
All the content is hand written etc, no over repeating keywords or anything so I'm at a loss

Few things you have to change, when you are manually penalized. Its not just entirely about the content. It may be because of the links to.
recently penguin2.0 has been updated, might be your site have got with this data refreshes.
Go to your google Webmaster tools.
Download all the links from your webmaster tools, and check what type of links you have built so far.
Check for article directories, Directories, Bookmarks, And if there is any spammy web 2.o sites. If guest blogging totally unrelated to your niche take that into account to.
Its about relevancy, hope you know it. Anything unrelated to your niche, remove it. Google have become little bit stronger when it comes to relevancy.
And about the keyword your targeting. Exact Match Targeting, Too much of exact match targeting is also a problem, If you have any blogs or sites, Which too much of exact match targeting, I would advice you to change those anchor texts.
Remebr , Once your site got penalized, it is not a one night job to get it back up and running.
You can use SEO moz or back link watch , this will give you the back links with the anchor text.
If you find any weird sort of links. Sort it down. And send them a link removal request. Find out the webmasters e-mail id and request them to remove the link, IT does not matter if they dont respond.
Try to contact as much as webmasters as possible.
Make a note of all the webmasters you have contacted and all the domains.
Then Go to google and submit a link disavow request.
Hope you know the disavow link request pattern, You can check that in google itself, If not please let me know, I will give you the advice on how to create an disavow link request.
Once its done. Upload the disavow request to google.
And then type google reconsideration request in google.
You will end up in a small form.
just give them as much as information as possible.
Remeber when submiiting a disavow request, you have to make the googler beleive that you wont do it again. Since your site has gone for manual action, A Person will be reading your request.
My advice would be putting a blame on some one.
Just put a blame on your friend or on your collegue.

Recently my site got penalized, i realized the true reason of penalization, and i have took the nessary action to remove and rectify all the stuff that caused this penalization.
I just gave my site to my collegue for link building purpose , i never knew that all the links which he have build would make my site to get penalized.
I told my collegue about the issue and we both worked out to remove as much spammy links and clean all the unecessary stuff in my website.
And i hvae submiitted a link disavow request on the following date ( date ). More than money making this website means a lot to me. And i will make sure that i wont do such kind of stuff on the website. I clearily understood the terms and conditions of Google and i will abide by their TOS from here after.

dont take the exact copy , but make sure you convenice them, and let the beleive that you wont do this again.
then probably my expectation is you should be getting an reply within 2 weeks. and you site may be back in google in a month.
P.S :
And clean your website too.. too some on page optimzation, Internal linking, If there is any cloaking remove it. If there is any hidden links remove it, Dead links remove it. If possible after cleaning up all the stuff submit a new site map.
Dont stuff keyword in the metas . Dont ad keyword in the URL.
Make sure your site content is relevant to your keyword, and adding keyword in one or two places in a page is fine.. Make sure there is a continunity between the keywords and the content.
