Yes Its pretty safe, we never saw a client penalized.
1-3 urls with 2-3 keywords each work best. We add anchor variations etc, ourselves.

Like after a month... I'm assuming rankings will drop? I'm just curious how much magic is in the Sape links vs everything else. I never delt with Sape links before but I'm assuming if its for pr, that a lot of power will be lost.
